As other energy weapons, the plasma as to crush the shield to 0 before dealing damage to the enemy ship hull (it points). So it's pretty useless to me. Go with the rail weapons that completly avoid the shield and make imediate damages. Believe me, my own cruiser eat anything at breakfast. Fully upgraded, full Rail guns. Targeting, Defense and armore modules.

Rail gun is energy weapon same with plasma. I don't understand why different.

It is also likely that the defending cruiser has 1 or both of the shield upgrade modules that give a big additional boost. Plasma does become incredibly powerful when coupled with the pre-battle boosts that give additional shield penetration and disruption, or when the opponent opts for other modules on their capital ships.
